Kelly Gallagher is the Associate Vice President of the Office of Technology and Data Governance for the Wisconsin Technical College System.  She provides guidance to the 16 technical college districts in developing financial policies and standards, distributes General State Aids to the districts, and determines student fees and tuition rates.  In addition, she is responsible for maintaining the System Office management information systems, approves System facilities development proposals and plans, and monitors district Single Audit reports.  Prior to accepting this position Ms. Gallagher worked in Finance Bureaus at the Wisconsin Departments of Workforce Development and Natural Resources.  She has nearly 20 years of experience working with financial management systems, financial policy development and project management.

Ms. Gallagher earned a Bachelor’s Degree in Accounting and is a Certified Public Accountant.
