Morna Foy is the Executive Assistant and Vice President of Policy and Government Relations for the Wisconsin Technical College System. Ms. Foy is responsible for a variety of executive level administrative and leadership duties on behalf of the System President and Governing Board. She directs the System’s biennial budget development, legislative relations, policy development, strategic planning and public information functions.

Ms. Foy has worked for the State of Wisconsin for over 20 years. Her previous experience includes serving as the Senior Policy Advisor to the WTCS and as a program evaluation Supervisor for the Legislative Audit Bureau. Ms. Foy earned a BA in Economics and Political Science from the University of Wisconsin-Madison and a MPA in Finance and Policy from Indiana University.
