Wisconsin Technical College System Announces
Finalists in Presidential Search

         MADISON – Following a national search, the Wisconsin Technical College System (WTCS) today announced two finalists who will be interviewed by the WTCS Board to serve as the next WTCS president, a vacancy created when former WTCS President Dan Clancy retired on September 14. The finalists are Ms. Morna K. Foy and Dr. Carol J. Spencer (biographical profiles below.)

         "We had an exceptional pool of applicants for this important position, which I believe reflects the WTCS’s outstanding national reputation as a provider of innovative, high quality educational opportunities" said S. Mark Tyler, WTCS Board President and chair of the Search and Screen committee. The WTCS Board will interview the finalists on December 12.

          About the Wisconsin Technical College System:
         The Wisconsin Technical College System (WTCS) offers more than 300 programs awarding two-year associate degrees, one- and two-year technical diplomas and short-term technical diplomas. In addition, the System is the major provider of customized training and technical assistance to Wisconsin’s business and industry community. More than 370,000 individuals access the technical colleges for education and training each year.


Morna FoyMorna K. Foy is the Executive Assistant and Vice President of Policy and Government Relations for the Wisconsin Technical College System. Serving in that role since 2005, Ms. Foy is responsible for executive duties on behalf of the System President and Governing Board. She directs the System’s legislative relations, budget development, communications, strategic planning, and policy development.

Ms. Foy holds a BA in Economics and Political Science from the University of Wisconsin-Madison and a MPA in Finance and Policy from Indiana University. She is a dissertator in the University of Wisconsin-Madison’s Education Leadership and Policy program and is the 2012-13 UW-Madison Distinguished Graduate Fellow in Technical College Leadership.

Ms. Foy has served in Wisconsin state government for more than two decades serving as a Policy Advisor/Federal Relations Officer to the WTCS from 1998 - 2005 and as a Program Evaluation Supervisor for the Wisconsin Legislative Audit Bureau from 1989 - 1998. Ms. Foy has extensive experience working with the Legislature, the Technical Colleges, the University of Wisconsin System, the Wisconsin Departments of Workforce Development and Public Instruction, Wisconsin private colleges and universities, and Wisconsin business and industry on higher education and workforce development issues. She is a frequent speaker advocating for the importance of career and technical education to Wisconsin’s economic future.


Dr. Carol Spencer Dr. Carol J. Spencer currently serves as Executive Director of the Academic Program Articulation Steering Committee under direction of the Joint Council of Presidents in the State of Arizona. Prior to assuming her role at APASC, Dr. Spencer was President of San Juan College in Farmington, NM from 2002 – 2011 and President of Cedar Valley College in Lancaster, TX from 1991 - 2002. Dr. Spencer previously served as the Dean of the Technical and Industrial Programs at Milwaukee Area Technical College from 1987 – 1991.

Dr. Spencer earned a Ph.D. in Comprehensive Vocational Education and Community College Leadership from Ohio State University, OH, a Master’s in Adult and Continuing Education from the University of Nebraska – Lincoln, NE, and a Bachelor’s degree in Home Economics from the University of Nebraska – Lincoln, NE.

In her current role, under direction of the Joint Council of Presidents and the Steering Committee, Dr. Spencer provides leadership and oversight to activities supporting academic transfer and articulation between Arizona community colleges, tribal colleges and universities.

         During her career she has gained expertise in curriculum, strategic planning, marketing, business development, community relations, team building and cost control. Known for her ability to build relationships with educators, board members, legislators, and communities, Dr. Spencer has been successful in facility and program expansion, growing enrollment, serving the needs of business and industry for a skilled workforce, leading legislative initiatives for expanded resources, fund raising with private donors and working in challenging budget environments.
